IIS 7 requires setting Handler Mappings for CGI-exe. Without this set, you will receive errors executing Config.cgi.
IIS > Handler Mappings
Right click CGI-exe > Edit Feature Permissions > check Execute > OK
Right click CGI-exe > Change Request Path to * > OK
Reload config.cgi.
